Mr. Speaker. as a Representative from southern California. not only do I have a special interest in Increasing Californias $3 billion In exports to Mexico. I also sincerely hope that lowering trade barriers with Mexico will solve the longstanding problem of illegal Immigration. The Border Patrol estimates that as many as 3 million people cross the American border Illegally every yearalmost half of them enter San Diego County. Increasing economic growth in Mexico will increase opportunities and wages there. reducing incentives to immigrate to the United States Illegally. President Salinas has said he wants to export goods to the United States. not people. Free trade is the most compassionate and constructive way to address the unfortunate causes and Il effects of Illegal immigration. Some opponents of fast track say they support free trade. but oppose leaving negotiations to the President. Mr.
