Mr. President. we have before us the conference report on H.R. 2251. the dire emergency supplemental appropriations bill to provide humanitarian assistance to Iraqi refugees and other displaced persons. While I support approval of this conference report. I want to point out that there are thousands of disaster victims throughout our own country who have suffered and are suffering serious damages from severe flooding and other weatherrelated disasters. As the ranking member of the Agriculture Appropriations Subcommittee. I have received numerous letters from across the Nation requesting disaster assistance for 1990 crop losses due to drought. flooding. and freeze damage.
