Mr. President. I rise in support of the conference agreement accompanying H.R. 2251. a bill making supplemental appropriations for humanitarian assistance to refugees and other displaced persons and for other purposes. I believe that the President will find this bill acceptable. The bill includes funding to provide much needed assistance to the Kurdish people in and around Iraq. and to other displaced persons in the Persian Gulf region. As my colleagues know. this assistance will be provided through the defense cooperation account established to help finance the costs of United States military action in the Persian Gulf associated with Iraqs invasion of Kuwait some 10 months ago.
