Mr. Speaker. I appreciate this time to urge passage of H.R. 2251 which relieves the suffering and deplorable conditions forced upon tired and helpless Iraqi refugees. This action by Congress is in the best spirit of America. but not out of sight of our needs here at home. Mr. Chairman. in a floor statement yesterday. the gentlewoman from California. Mrs. BOXER. noted our remiss In failing immunizing Americas babies. Currently. 15 Mississippi counties have been declared disaster areas by the President with 2 million acres under water. and no money in the disaster assistance accounts. I am proud that we have the fortitude and compassion to help others around the worid. but in order to continue our assistance abroad. we must keepup our strength at home.
