Mr. President. as time goes on. the United States policy toward Vietnam makes less and less sense. is causing serious refugee problems in the Hong Kong area and is causing loss of business for United States interests. I have spoken on this before on the floor and in the Foreign Relations Committee. but I rise at this point because on a recent trip to Hong Kong. I was handed a statement by Dr. R. Bruce St. John of Caterpillar. Inc.. a fine Illinois corporation. made before the Subcommittee on East Asian and Pacific Affairs of the Senate Foreign Relations Committee.
