This assistance is targeted for Kurdish refugees fleeing their own country upon fear of death. only to meet death in the inhospitable mountains bordering Iraq. The funds for humanitarian relief operations in this supplemental appropriation can mean the difference between life and death for these refugees. But H.R. 2251 also contains important provisions for funding domestic issues of urgency.
