It is clear to every Member of this Chamber that the immediate need is to protect the Kurds and the Shiites from the weather. famine. and disease. However. this crisis will not. will absolutely not be resolved until there can be a suitable international guarantee that the Kurdish and Shilte people will not be persecuted. We can feed them today but we also have to ensure that they will continue to live in peace. The history of the Saddam Hussein regime proves that periods of relative lull have been followed by massive repression by his troops upon these people.
