The bill also recognizes the plight of the 9 million child refugees worldwide. Refugee assistance is so often too little. too late. Consider the images of suffering from Turkey. Iraq. and Iran. Funding for refugee programs and for other severely disadvantaged children would be modestly increased. We also. once again. call upon the President to sign the United Nations Convention on the Rights of the Child. This convention gives us the opportunity to make the welfare of our children a point of law--guaranteeing children. quite simply. the right to survival. protection. and safe development.
