Economic aid that was appropriated for this year but has not yet been spent would no longer be available to Jordan unless the President certifies to Congress that the Government of Jordan has taken steps to advance the Middle East peace process. Perhaps this will increase the incentive for Jordan to take steps toward the recognition of Israel. The amendment covers only funds appropriated in fiscal year 1991. It does not speak to the administrations request for fiscal year 1992. There are a few exemptions under the amendment. Assistance for refugees in Jordan would still be available. So would educational assistance for Jordanian students studying overseas. Mr.
