President. this amendment is in line with a provision I sponsored to the fiscal year 1991 Foreign Aid Appropriations Act which bars military and eronomic aid to any country in violation of the U.N. Security Council sanctions. According to section 586(d) of the fiscal year 1991 Foreign Aid Appropriations Act. aid cannot be provided to a country that violates the U.N. sanctions unless the President certifies to Congress that the aid: First. is in the national interest. second. will directly benefit needy people in the country. or third. will be used to provide humanitarian assistance to refugees in that country.
