To deal with this challenge. the bill will expand a program of training and technical assistance to all States to ensure that smoking cessation programs are integrated into prenatal health care. For every dollar spent on the Smoking Cessation in Pregnancy Program. $5 to $7 are saved. Finally. the legislation will expand access to substance abuse programs for pregnant women by providing prevention and treatment services at community and migrant health centers and other primary care sites. More than 250.000 pregnant women need substance abuse treatment in 31 States and the District of Columbia alone. In 1988. 375.000 babies were born to crackaddicted mothers.
