Speaker. I rise in support of the conference report. I wish to take this opportunity to thank the Black Caucus. the Hispanic Caucus. and Members of the House on both sides of the aisle who made possible the deletion from the immigration bill of a pilot project leading to a repugnant national identification system. When I presented my arguments against the biometric national identification system. I said that I would support the bill if it was taken out. The Senate has agreed to delete that section from the bill. and we now have before us a clean immigration bill. I must admit. however. that it is not as good as the original bill passed by this House. but it is much better. and I believe a great improvement over existing law. Mr.
