Mr. President. I am pleased to support S. 358. the Immigration Act of 1990. This legislation is not only one of the most important accomplishments of the 101st Congress. it is one of the most significant laws to be created in the past decade. And it will have a major. positive impact on the character of our nation in the years head. Among the features of this legislation that I believe are particularly significant are these: The opening of Americas doors to greater numbers of immigrants who are skilled workers. In meeting the economic challenges of the 1990s. and facing strong competitors in Europe and Asia. we need to dramatically improve the abilities of our business and workers to produce quality products and services. By allowing more skilled workersscientists. engineers. doctors. and managersinto America. we can provide an immediate boost to our economic competitive posture. The granting of amnesty of some 30.000 Irish citizens who are now residing in the United States. These are. by and large. extremely hardworking young people who have come to America for the simple reason that many of our forebears traveled hereopportunity. The Irish have. in the past. contributed greatly to making America what it is today. this legislation couples compassion with common sense in offering the new Irish immigrants the chance to make new lives on our shores. The elimination of political and medical restrictions that date back to the McCarthy era. Mr.
