Mr. President. I would like to take this opportunity to ask my distinguished colleague from Massachusetts. the chairman of the Immigration Subcommittee. some questions about the provisions in the bill concerning foreign policy exclusions. As you know. section 901 of the Foreign Relations Authorization Act currently prohibits the administration from excluding aliens on the basis of their past. current. or expected beliefs if they would be protected by the U.S. Constitution. It is my understanding of the new section entitled "Foreign Policy" that this will still be the general rule which will apply in the overwhelming majority of cases. This section still states thatwith certain exceptions which I will come to in a moment-"An alien * * * shall not be excludable or subject to restrictions or conditions on entry into the United States * because of the aliens past. current. or expected beliefs. statements. or associations * *." Is it the Senators understanding thatas under section 901the basic rule. applicable in the overwhelming majority of cases. will be that aliens may not be excluded on the basis of their ideology.
