I am also concerned about the procedure used to adopt this proposal. This expansion of the Secretarys discretion was not part of either the Senate or House versions of this legislation. It was not debated or discussed by either body or by the committees of jurisdiction. Yet. we are presented today with a fait accomplias part of a backroom deal we are making significant changes in U.S. immigration policy. The right of free speech should not be used as a bargaining chip. Yet. we are now in a position where we must either accept this change or risk killing the entire immigration legislation.
