The one before that. the Honorable Bill Brock. a former Member of this body. former Member of the Senate. is in private practice and has taken no foreign customers. save one. That customer is known to all of us. and that work is consistent with the aims of the U.S. Government. So there has not been a problem in this area except to a couple of Senators. a couple of Representatives and one very imaginative writer of xenophobic prose. This issue goes beyond simply legislating on an appropriations bill. That is the first thing we have to consider. and that is the reason why the amendment must be adopted.
