I do want to refer to why I think this amendment is necessary. because if we just leave it up to the administration. their view is that there is no wellfounded fear of persecution in China on the basis of political opinion. I would hope to be able to submit for the RECORD. without objection. the letter from the State Department stating that. That is why I believe it is necessary for us to have this amendment. which says there is wellfounded fear of persecution.
