Chairman. I rise in strong support of House Joint Resolution 647. and in opposition to granting mostfavorednation trading status for the Peoples Republic of China. MFN trade benefits are reserved by law for countries that maintain or are moving toward free and open emigration policies. Chinas policy was never free and open. and has become even more restrictive since the Tiananmen Square massacre. On this basis alone. Chinas MFN status should be revoked. First. Chinas Constitution does not even address the issue of the right of its citizens to emigrate. A May 1990 Library of Congress report statesand I quote: That Chinese citizens do not enjoy such a right under the Constitution. given the fact that it does not even accord them the right to freedom of residence. Such a protection was guaranteed under the 1954 Constitution. but removed from the 1975. 1978 and 1982 Constitution. but removed from the 1975. 1978 and 1982 Constitutions.
