Now. history has shown that these kinds of economic boycotts have never been successful. I would refer. first of all. to our invocation of JacksonVanik against the U.S.S.R. Since things have changed there and in Central Europe. the Russians have been operating essentially an open immigration policy. Certainly more open than it was previously. Yet. although they have been offered our MFN. they have not gotten around to accepting it yet. for which they only have to ratify the policy they now operate in law.
