This resolution seeks to do precisely that. Under current law. we cannot extend nondiscriminatory trade treatment to goods made in Czechoslovakia. Under the JacksonVanik amendment. countries must meet specific freedom of emigration requirements In order for the President to grant mostfavorednation [MFN] status to a nonmarket economy. On February 20. 1990. President Bush waived application of sections of the Trade Act with respect to Czechoslovakia based upon a determination that such a waiver would substantially promote the acts objectives relating to freedom of emigration. The waiver made Czechoslovakia eligible immediately for United States Government credits. credit guarantees. and Investment guarantees. On April 12. a bilateral trade agreement was signed by U.S. Trade Representative Carla Hills and Czechoslovak Foreign Trade Minister Andrej Barcak. At that time. side letters on trade and financial matters. intellectual property rights. and tourism were signed. This resolution signifies more than the fact that Czechoslovakia now meets our emigration requirements. It signifies our resolve in Congress to do what we can to reward the people who fought for freedom In Eastern Europe. It represents our commitment to economic growth in the postcoldwar world.
