They have been there since the fall of Saigon. What possible purpose is served by keeping these poor men in miserable conditions. isolated from their families and countrymen? Would Vietnam seriously be threatened by the activities of these old men once they were at large? Of course not. Therefore. let the United States make clear to the Government of Vietnam. that neither trade nor diplomatic relations will be even partly restored until these men are freed and permitted to emigrate. if they so choose. Mr. President. there are a great many other bilateral humanitarian issuesAmerasian children. for instancethat I hope are quickly resolved.
