Mr. Chairman. this amendment would spend money to encourage citizenship. and that is a good thing. but it is too bad we need to spend money to encourage naturalization. when there are so many provisions in H.R. 4300 that reduce incentives to become citizens by eliminating differences between citizens and permanent residents. Mr. Chairman. I will not oppose this amendment. I only wish its provision on naturalization were unnecessary. Mr. Chairman. one final note. to my knowledge. this is the last amendment that I will be speaking on tonight. and I just wanted to express my personal appreciation to you for the fair way in which you presided today.
