Chairman. I rise in opposition to the McCollum amendment. Should this amendment pass. some 14.000 nonimmigrant Liberians would face the threat of detention and deportation to a country where there is no water. there is no electricity. there is no government and practically no hope. Mr. Chairman. some 5.000 Liberian civilians have lost their lives in recent months as a result of the anarchy that has descended upon their country. There is a threesided civil war there. In addition. tens of thousands have been displaced and hundreds of thousands have had to flee to neighboring countries. The promises of the Department of Immigration and Naturalization Services to provide safe haven to the 14.000 Liberians stranded in this country have not borne fruit. As a result. there are now as many INS policy responses to Liberians as there are INS offices. The promised safehaven status provided by the July 27 INS policy memo has not been implemented.
