I certainly rise in support of the amendment of the gentleman from Florida [Mr. MCCOLLUMJ. What we are dealing with here is just another amnesty program for another specific country. We seem to be piling on more special interest legislation on top of more special interest legislation tonight. Mr. Chairman. this Is a situation where we have amnesty now provided for the third time just passed in H.R. Amnesty Is not the right way to determine our immigration policy. Amnesty is not the right way to be fair to those who have been law abiding. and we should not reward lawbreakers to the detriment of the law abiders. Mr.
