I rise in support of the amendment offered by the distinguished minority member of the Judiciary Committee. Mr. FISH. which would extend the visa waiver pilot program for another 3 years. The 1986 Immigration Reform and Control Act allowed for eight countries to be visa free for a 3year trial period. The program had two goals: To facilitate international travel. and to improve the use of scarce Government resources. Countries that were selected for this program offer reciprocal treatmentthat is they do not require visas of Americansand have nationals who cause few immigration problems for us. The eight that were chosen by workload. that is. number of visas issued in 1986. to have the greatest savings for the U.S. Government. These countries included: Great Britian.
