That is why it is critically important to see to it that we have an employmeritbased immigration system that works and one that is driven by employer choice. because we know in this country that we believe in a market economy. one where the judgments about what skills and personnel are needed are made by those people who have to compete in the marketplace. not made by bureaucrats and their theories. Now. In order to be credible on the issue of bringing In workers from overseas for Jobs where Americans are not available. we need to make a commit. ment to bring Americans into the labor force in those areas that are not now being filled by Americans.
