Joe Doherty is Irish. He was arrested in 1983 for illegally entering the United States and has been in jail ever since. The British have sought his extradition on charges relating to the death of a member of a British commando unit. Dohertys repeated applications have consistently been denied by the Justice Department. Both the courts and the Justice Departments own Board of Immigration Appeals ruled that Doherty merits asylum and should not be deported to the United Kingdom because he will certainly not receive a fair trial. Yet the Justice Department refuses to grant Doherty asylum. Doherty has been Imprisoned since 1983.
