United Nations talks. once hailed as promising. have been shattered by the Turkish Cypriot leaders unacceptable demands. Mr. President. as we remember today the 4.000 Greek Cypriots who lost their lives in the invasion and the 200.000 Greek Cypriots who became refugees in their own land. we must Intensify our efforts to resolve the Cyprus question. I am deeply disappointed that the administration is either unwilling or unable to bring to bear the diplomatic. political and econonic tools at our disposal to help resolve the Cyprus conflict. On March 23. 1 and four of my colleagues wrote to Secretary Baker asking that he personally take steps to elevate the Cyprus issue on the United States foreign policy agenda and that the administration begin utilizing our substantial leverage with the Turkish Government to bring about constructive negotiations on the issue of Cyprus.
