On March 29. 1990. GAO reported that employer sanctions have been solely responsible for a widespread pattern of discrimination against persons who look or sound foreign but who are nonetheless authorized to work in the United States. Employer sanctions were the key provision of the Immigration Reform and Control Act of 1986 [IRCA] which sought to reduce illegal immigration. They have been supported by a majority of both parties in both bodies. and have beenproposed and supported by Democratic and Republican Presidents alike. Under IRCA. if GAO were to find that employer sanctions have been solely responsible for the discrimination that I have described. then Congress could terminate employer sanctions by passage of a joint resolution in 30day. expedited procedures.
