Mr. Speaker. today I am introducing the Employer Sanctions Repeal Act of 1990. which terminates the employer sanctions provisions of the Immigration and Reform and Control Act of 1986 [IRCAJ. The basis of this resolution is founded on the resuits of the General Accounting Office [GAO] report that clearly shows employer sanctions to be the cause of a widespread pattern of discrimination against foreign looking and speaking American citizens and others eligible to work in this country. When employer sanctions were debated in Congress. some of my colleagues and I expressed deep concern that employer sanclions would cause employment discrimination against U.S. citizens and others who are authorized to work in the United States but look foreign or speak English with an accent.
