To combat our trade deficit. we are providing a $255 million increase for export assistance. and we are beginning an interest matching program in order to help us remain competitive on the trade front. The bill also provides a $100 million increase for childrens programs. including UNICEF. which will literally save the lives of thousands and thousands of children every day. We also provide a $45 million increase for refugees. This is probably still the most underfunded portion of the bill. I wish it could be more. and in fact I would predict before the year is over we will need more.
