Mr. Speaker. my district is greatly comprised of 1st and 2nd generation immigrants from Central and Eastern Europe and other counties who made their way to our country because they. too. wanted to enjoy the luscious fruits of freedom. I can tell you that they. and my family. served as steadying influences on me as I agonized over my decision on this issue we are debating today. I can also tell you that this was one of the hardest decisions I have had to make In my nearly 14 years in Congress.
