Chairman. I want to compliment the gentleman from California on his amendment. For nearly two decades the question of the free right of emigration from the Soviet Union for Soviet Jews has been virtually a consensus issue in this Congress. What the gentleman from California is doing Is ensuring at this moment of extraordinary change and in altering our trade and technology policies with the Soviet Union that we not lose sight of that objective. I believe the gentleman from Nebraska has raised a legitimate point that needed to be clarified. that indeed we are also not changing American policy with regard to our views on the settlement of people in the occupied territories.
