Mr. Chairman. I appreciate the comments of the gentleman. His comments are not inconsistent with my own thinking. I think it is substantially less than 1 percent of the Soviet emigrants ending up on the West Bank. I am hoping there is no encouragement on the part of the Israeli Government. I know of no reason to think there is. I would just ask the gentleman from California if he would point out that certainly by offering his amendment. he does nothing to indicate that this body is in support of the settlement of Soviet emigrants on the West Bank.
