After originally being denied permission to leave because of secrecy status. he was later told that his secrecy was lifted and that he and his family could apply for permission to leave. He even receivedin writinghis permission. One week later however. they were refused by the Supreme Soviet again. for secrecy. Since then they have been sent back and forth from the visas and registrations offices in Moscow and Leningrad. They continue to wait. Mr. Speaker. I would also like to take this time to recognize the hard work done on behalf of Vladimir Tsivkins family and others like his by the Cincinnati Council for Soviet Jews.
