Since Leonid was first denied exit. he has devoted his life to the cause of freedom. He is renowned as the preeminent refusenik and for his tireless efforts on behalf of his fellow refuseniks. Leonid also served as the monitor in the Moscow monitor project that I established last winter in order to monitor the effects of the new refugee policies established this fiscal year. At risk to himself. he has provided me with information regarding Moscow refugee processing. the plight of longterm refuseniks. and the status of religious freedom in Soviet society. Just a few months ago. I had Lhe opportunity to meet with Natalia during a trip she made recently to Washington.
