Mr. President. I rise to comment on legal immigration legislation now pending in the House Judiciary Committee. As my colleagues are aware. Senator KENNEDY and I are cosponsors of legislation which passed the Senate last July. Its purpose is to reform our legal immigration system. While I was rather displeased with that legislation after it was significantly amended on the Senate floor. I found it difficult to vote against legislation on which I had worked so hard and on which the full Senate had spoken its mind. However. I feel I must now clearly speak out about certain provisions of the House version of this legislation.
