Agreements reached between these two parties would allow current workers to further develop their academic skills in the classroom and would provide onthejob training on modern machinery for those already enrolled in our technical institutes. Through this effort. our technical institutes would graduate students better prepared to meet the real needs of the business community. I believe this idea holds special promise for minority and immigrant youth who will be entering the work force in disproportionately high numbers in the 1990s.
