The JTPA amendments will ensure that the individuals served under the program will not simply be placed in a job. but instead will be provided the training and basic skills necessary for a lifetime of productive work. The JTPA amendments direct our limited funds to those most in needthe populations who face the most barriers in employment. Indeed 80 percent of the Nations work force growth in this decade will be a result of increases in the numbers of women minorities and immigrants entering the work force. These groups have historically been disadvantaged in education and in the workplace. and typically face more barriers to employment. I sincerely hope that S. 543 will come before the full Senate in the near future.
