In addition. the bill rescinds $1.8 billion in previously appropriated defense funds to offset newly appropriated funds. This bill accommodates the administration requests for foreign assistance to Nicaragua and Panama. and it provides funding for Veterans Affairs benefits and loan guarantees. The bill provides our National Forest Service with the funding it needs to fight fires throughout our Nation. Mr. Chairman. this measure also provides $400 million in housing loan guarantees to Soviet refugees who are relocating to Israel. as well as $70 million In general refugee assistance which will do much to ameliorate the financial problems encountered by our growing numbers of refugees throughout the world.
