H.R. 3910. the National Assessment of Chapter 1 Compensatory Education Program. The purpose of this bill is to assess the need for compensatory education nationwide for disadvantaged children. as we prepare to reauthorize chapter 1 which expires at the end of fiscal year As we study the various needs of our educational system in the 1990s. it is important to pay particular attention to the area of south Texas. As a vegetable growing agricultural entity. farmers in the Rio Grande Valley tend to hire migrant workers. Due to the severe freeze last month. the citrus and vegetable crop in south Texas. as well as other areas of the country. were greatly damaged. I take this time. Mr. Speaker. to emphasize that the Department of Education should realize that the number of migrant workers will. in all probability. be lower this year than normal. I urge those conducting the educational study to be aware of the fact that there will be fewer migrant workers in the valley area. therefore. the data collected must be adjusted to ensure accuracy.
