Session #101 · 1989–91

Speech #1010122568

JSE 2647 We need to move the Nation toward a more reasonable balance of scholarships and loansrather than the current system that leaves disadvantaged students deep in debt at the time in their lives when they are working to build careers. striving to establish strong families and battling to keep a roof over their heads. At a time when modernizing workbased education is increasingly vital to keep our Nations businesses competitive in world markets. this budget proposes to cut it. Funding 13 cut from IRCA programs to provide English language and basic skills training to immigrants receiving amnesty. In short. the budget does not add up. No matter how lofty the goals are said to be. this budget undermines our Nations ability to build excellence and access in education for all Americans.
