Mr. President. the number of Jews who can come to the United States. It is my wish that we have more. that we should relax our immigration policies in that direction. and it is a matter that many of us will continue to fight on the Senate floor. But until there is an opportunity for more Jews to come to this country. they ought to be able to travel and migrate freely. I doubt that we will ever have unlimited immigration. although I think that would be desirable both from a humanitarian point of view and from a point of view of strengthening the United States. Our country was built on a strong base of immigrants coming to this county. But it is not likely to happen there will be unlimited immigration. Until that can occurand the State of Israel is ready. willing and able to accept all the Jews who wish to go there from the Soviet Unionit is very important for the growing strength of the state of Israel. but perhaps first and foremost on humanitarian grounds to allow Jewsand the principle would apply to anyoneto be able to travel and to migrate as they see fit. making their own decisions in a context of freedom.
