Im no expert on voter registration. but when I see the very officials who will conduct the elections say they have reservations about this bill. it worries me. Then I received a copy of a letter from Charles Welssburd. RegisterRecorder of Los Angeles County. to the chairman of the Senate Committee on Rules and Administration. in which he states: The concept of a simultaneous application for voter registration and motor vehicle drivers license poses a number of serious problems including the following: duplicate registrations * possible voter registrations of noneligible applicants including noncitizens and paroled felons * * * drivers license application form would be extremely complicated and tedious to complete * * * Mr. Chairman. it may well be that H.R. 2190 can be amended to cure these deficiencies. But the place for making those changes is in committee. not on the House floor. where we have only 1 or 2 days to see the amendment and assess its effects.
