Madam President. today we will vote on H.R. 3792. the fiscal year 199091 Foreign Relations authorization bill. One section of that bill. section 128. deals with the ideological exclusion provisions of the 1952 McCarranWalter Immigration. Naturalization and Nationality Act. In the Foreign Relations Authorization Act for 198889. I authored an amendment. which was adopted as section 901 of the Act. which stated: Notwithstanding any other provision of law. no alien may be denied a visa or excluded from admission into the United States * � or subject to deportation because of any past. current. or expected beliefs. statements. or associations which. it engaged in by a United States citizen in the United States. would be protected under the Constitution of the United States. That provision contained a socalled sunset provision such that It would have expired by Its own terms in 1989. It was subsequently extended.
