Unfortunately. consensus was not possible for the Convention to include these supplementary rights. The United States is also strongly supportive of the articles pertaining to family reunification. the prevention of physical and mental abuse against children. the special needs of the handicapped and disabled and the importance of legal encouragement and safeguards for the adoption of children. Through adoption. many millions of children have found loving. caring families who love and care for them. as they would their own natural children. Clearly. adoption needs to be encouraged on a global scale.
