Mr. Speaker. I yield myself such time as I may consume. Mr. Speaker. I rise in support of voting to override the Presidents veto of H.R. 2712. The Emergency Chinese Immigration Relief Act of 1989. and I am pleased to yield 30 minutes of the time to the distinguished ranking minority member of the Committee on the Judiciary. the gentleman from New York . for purposes of debate only. Mr. Speaker. H.R. 2712 simply waives. for students from the Peoples Republic of China. the requirement that foreign exchange visitors must go home at least 2 years after they have completed their studies here.
