They are the words of Nien Cheng. author of "Life and Death in Shanghai." a memoir of her survival as a prisoner of the Chinese Communist Government. I do not know where Nien Cheng stands on the bill. H.R. 2712. but her words remind us that what is at stake here Is not just an immigration policy but the way the United States conducts foreign policy. I am glad. at long last. to see universal concern for human rights in China. When we opened relations with the China of Chou En Lai and Chairman Mao. those who told us of the tens of millions of Innocent victims of Chinese Communists were scorned as not being "pragmatic." But because of foreign policy considerations. we went ahead and established relations with the bloodiest dictatorship in the world. and many of those now criticizing President Bush applauded the opening to China of Chairman Mao and Chou En Lai.
