The act of overriding this veto is a statement that the American people care more about expanding respect for human rights than doing business as usual with a regime that has not been elected by the people and that does not tolerate peaceful criticism. I share most of President Bushs foreign policy objectives. and. as I said earlier. I regret opposing him on this issue. However. I believe that the President was poorly advised in this case. President Bush should be applauded for trying so hard to compensate for this veto through his directives to the Immigration and Naturalization Service to allow waivers of current requirements affecting Chinese students. Unfortunately. portions of the directives appear to be in conflict with existing law. The bill as passed by Congress is not similarly handicapped.
