Mr. President. I have the greatest regard for President Bush and the outstanding leadership he is providing. Thus it pains me to say I shall vote against his position regarding the China students immigration legislation. It seems to me that we are voting on a fundamental human rights issue in this case. The memories of the Tiananmen Square Massacre in China. the continuing cruel repression of disent there. and the pleas of the Chinese students who might be forced to return to China are such that I think the President has made one of his rare mistakes with this veto.
